You are right, this engine should turn up to 6500RPM. First thing to check is your spring installed height, 1.880 is correct install height; with 125lbs. on the seat and 320lbs. open pressure. Then check preload on the lifters, no more than 1/2 turn on the lifters. Make sure you have a good one piece pushrod for that cam.
